Job Description:
Position SummaryThe Gas System Engineer 2 is an intermediate
level position responsible for all functions of system planning,
materials, and records. This role also manages and successfully
executes projects planned by the Gas Engineering Department. The
work involves coordinating with other departments and teams to
successfully execute projects involving new gas pipelines, gas
facilities, and relocation of pipelines. System planning, asset
management, and project execution are main components of this role
along with the ability to analyze gas system data, performing
detailed engineering calculations, and reviewing gas system
models.Primary Position ResponsibilitiesIdentifies gas system
improvement projects to meet Customer needs and assist with capital
expenditure budgets and construction work plans on an annual
basis.Designs and recommends various gas facilities to be placed
into the system this involves sizing pipe, calculating meter and
regulator capacity, computing pressure and demand requirements for
company and customer installations, assessing district regulators,
etc.Performs engineering calculations and analysis such as
distribution analysis involving loads, pressure drop, Btu factors,
system looping, meter and regulator capacities, reinforcement
studies, etc.Prepares construction work packages and detailed scope
of work documents for bidding projects in the work plan.Coordinates
work with other departments such as ROW in determining best place
to route gas lines because of easements and with Accounting
Department in matters that affect scheduling and proper accounting
for projects.Works with other engineers, consulting engineers and
contractors in the design and construction of city-gate meter and
regulator stations, district lateral, main and service lines, and
related facilities design.Coordinates activities among various
people in the course of project completion (contractors, CoServ
personnel, state agencies, other utilities, and the gas
supplier).Contacts local, state, or federal agencies or other
companies for required permits or to inform of plans for line
extensions.Produces cost estimates on various projects and monitors
costs as projects proceed.Coordinates with customers about planned
expansions or improvement of customer facilities (incorporates into
two-year work plan).Consults with commercial customers concerning
rates and charges for construction as well as appropriate load and
required gas facilities.Works with consultants concerning ROW and
procurement of easements.Assists Customer Services and Billing
Departments in technical matters concerning energy efficiency,
conservation, and rate applications and energy usage.Performs
pipeline design, facility design, field layout, and oversee staking
of new gas facilities, retirements, and system improvements
according to established specifications, procedures, rules, and
practices.Surveys and stakes new line extensions, system
improvements, system replacements and maintenance jobs.Meets with
customers to determine customers' needs concerning gas
service.Provides assistance, information, and advice to customers
relating to gas service, policies, procedures, and
programs.Prepares and obtain signatures, fees, deposits, etc. for
line extension and service agreements, and right-of-way
easements.Provides field data necessary to keep system model
current.Develops and maintains a thorough knowledge and recognition
of construction units, specifications, requirements, and
construction practices.Develops and maintains a thorough knowledge,
recognition and specification development of gas equipment and
devices used within the gas distribution system.Develops and
maintains a working knowledge of DOT and NFPA codes, local codes
and ordinances, Texas Railroad Commission regulations and rules,
rate tariffs, service rules, and line extension policies.Complies
with established CoServ safety and operating rules, procedures and
guidelines including reporting unsafe practices to a
supervisor.Complies with established CoServ Information Security
Handbook, policies, procedures, and guidelines including reporting
suspected information security incidents to Tech Support.Secondary
Position ResponsibilitiesStrives for excellence and process
improvement on a consistent basis.Assists Designers, Staking Techs,
and Project Managers with knowledge and understanding of
infrastructure design and construction.Attends industry conferences
and other meetings to stay abreast of the latest developments in
the design and construction of transmission and distribution
systems.Mentors new and existing employees.Reviews designs,
construction records, and inspection reports for accuracy.Attends
regularly scheduled safety meetings and completes monthly online
topics.Attends professional development conferences, webinars and
workshops as directed.Communicates with all associates, including
developers and CoServ staff, in a timely and professional
manner.Attends Business Development and/or Developer appointments
as required.Assures that all safety precautions, procedures, and
rules are followed.Maintains company provided tools and equipment
in proper working condition. Operates company vehicles in a safe
manner.Stays informed concerning all development activities within
the CoServ Gas area of interest.Attends Smith Driving, CPR, and
other CoServ required training.Attends CoServ University required
training.Ability to travel, when necessary for business and
training.Ability to work flexible or extended hours as needed or
directed.Performs other duties and activities as

RequirementsEducation and Certifications RequiredHigh School
Diploma or G.E.D equivalency.Bachelor of Science in Mechanical
Engineering from an ABET accredited university or equivalent work
experience.Education and Certifications PreferredProfessional
Engineer in the State of Texas or able to obtain P.E. status within
2 years.Experience RequiredMinimum two (2) Years of engineering or
related industry experience in gas utility operations or
engineering.Working knowledge of 16 TAC Part 1 and 49 CFR Part 192
relating to pipeline safety regulationsExperience
PreferredKnowledge of natural gas distribution systems, pipeline
integrity management, and compliance with state and federal
regulations.Experience using ESRI and ARC FM mapping
softwareExperience using Synergi Gas network modeling
softwareExperience with environmental regulations applicable to
natural gas pipeline industrySkills and Abilities RequiredMust
communicate well with team members, other departments, Landowners,
Customers and Employees with regard to issues relating to the
natural gas service provided by CoServ Gas.Ability to work in an
office, to work remotely and/or field environment.Skilled in
developing and delivering oral and written presentations.Ability to
work both independently, with minimal supervision as well as in
teams.Ability to work under deadlines and to solve problems
effectively.Ability to prioritize and manage multiple tasks.Must
develop a working knowledge of Company's service area, distribution
system, and system construction.Must develop a working knowledge of
Company's tariff policies, rules, regulations, and procedures.Have
basic skills in the operation and functions of computers including,
but not limited to, Windows applications, Excel, Word, Outlook, and
Internet Explorer.Have basic skills, or acquire basic skills in
Synergi Gas, Gas Calc, GIS, and AutoCAD necessary to design and
analyze natural gas infrastructure.Self-motivated and willing to
take ownership of job responsibilities and be pro-active in seeking
solutions for the department and for CoServ.Possess the ability to
promote teamwork concepts and communicate cordially and
professionally with customers and co-workers.Excellent verbal,
written and interpersonal skills.Skills and Abilities PreferredHas
basic skills, or acquire basic skills in Synergi Gas, Gas Calc,
GIS, and AutoCAD necessary to design and analyze natural gas
infrastructure.Physical RequirementsWorks both in the office and
outdoors.Ability to lift a minimum of 25 pounds.Drives company
vehicle as needed.Operates office equipment such as a computer,
telephone, fax machine, copier, etc.Ability to sit for long periods
of time.Works in potentially hazardous conditions caused by pets
and wildlife in or near the work site.Works in areas with possible
exposure to poison oak, poison ivy, and insect stings.Other
RequirementsMust have and maintain a valid Texas driver's
license.
